JAKARTA, KOMPAS - The General Elections Commission or KPU RI invited all regional KPU offices that will conduct re-voting to attend a coordination meeting on Monday (3/3/2025) at the KPU Building, Jakarta. This coordination meeting is considered important to ensure the implementation of the Constitutional Court's decision on the re-voting complies with regulations and proceeds smoothly.
KPU member Idham Holik, when contacted in Jakarta on Sunday (2/3/2025), stated that his party had sent letters to 24 regional KPU offices, including provincial KPU offices in areas requested to hold a re-vote (PSU), during a coordination meeting at the KPU Building, Jakarta, on Monday (3/3/2025) tomorrow. The main agenda of the coordination meeting is the technical discussion of PSU implementation in the mentioned 24 regions.
"That's right. Tomorrow (Monday) at 13.30 WIB, a technical meeting for the implementation of the PSU," said Idham.
From the invitation letter obtained by Kompas, the invitation to the coordination meeting was addressed to 48 Regency/City/Provincial KPUs whose regions will hold PSU as ordered by the Constitutional Court's decision. The invitation dated February 28, 2025 was signed by KPU Chairman Afifuddin.

In the coordination meeting, Idham continued, the KPU will provide technical guidance to regional KPUs in the process of conducting the PSU. This is important to ensure that the implementation of the PSU proceeds in accordance with regulations and runs smoothly.
"Providing technical direction to ensure the implementation of the Constitutional Court's Decision on the PSU is in accordance with the rules and can run smoothly," said Idham.
Regarding the funding needs for PSU, the KPU has presented them during a working meeting between Commission II of the DPR, the Ministry of Home Affairs (Kemendagri), and election organizers at the Parliament Complex, Jakarta, on February 27, 2025. The estimated budget required is Rp 486.3 billion.

Idham stated that the issue of funding for the PSU has been regulated in Article 166 of Law Number 10 of 2016 concerning the Election of Governors, Regents, and Mayors (Pilkada). In that article, it is mentioned that the funding for election activities is charged to the Regional Revenue and Expenditure Budget (APBD) and can be supported by the State Revenue and Expenditure Budget (APBN) in accordance with the provisions of the prevailing laws and regulations.
"In a meeting at Commission II of the House of Representatives, the Deputy Minister of Home Affairs (Ribka Haluk) emphasized that Article 166 of the Election Law will be implemented," said Idham.
Based on the Constitutional Court's ruling, there are 24 regions that will conduct re-voting (PSU), consisting of 14 regions conducting PSU at all polling stations (TPS) and 10 regions conducting PSU only at certain polling stations.

The 14 regions conducting re-voting (PSU) at all polling stations are Banjarbaru City, Pasaman Regency, Tasikmalaya Regency, Empat Lawang Regency, Kutai Kartanegara Regency, North Gorontalo Regency, Parigi Moutong Regency, Serang Regency, and South Bengkulu Regency. The deadline for conducting the re-voting is April 25, 2025.
Then, Mahakam Ulu Regency, Pesawaran Regency, and Palopo City will also implement PSU at all TPS with a deadline of May 25, 2025. Then, the deadline for implementing PSU at all TPS in Boven Digoel Regency and Papua Province is August 23, 2025.
In addition, 10 regions that only conducted PSU in several TPS, including North Barito Regency (2 TPS), West Bangka Regency (4 TPS), Siak Regency (2 TPS and Loksus TPS at Tengku Rafian Hospital), and Magetan Regency (4 TPS) with the final deadline for the implementation of PSU on March 26, 2025.
Sabang City (1 TPS), Talaud Islands Regency (all TPS in Essang District), Banggai Regency (all TPS in Toili and Simpang Raya Districts), Bungo Regency (21 TPS), Taliabu Islands Regency (9 TPS), and Buru Regency (2 TPS) will implement PSU with a deadline of April 10, 2025.

Deputy Chairman of Commission II of the DPR, Dede Yusuf, said that in principle, Commission II of the DPR has given a deadline of 10 days to the Ministry of Home Affairs and election organizers since the working meeting on February 27, 2025, to immediately coordinate with the Minister of Finance, as well as provincial or regional governments regarding the problem of the PSU budget shortfall.

That way, it can be known how much budget the regional government has and how much funds need to be assisted by the APBN. He reminded that Law No. 10/2016 has mandated that the PSU budget is a regional burden, and the central government can help it.
"So (the mandate of the law) must be implemented. Where the APBN budget option comes from, surely the Minister of Finance knows better," Dede emphasized.

"This is what must be prioritized, the first PSU is 30 days since the Constitutional Court has determined it. March 26 if I'm not mistaken. There are those that are 60 days, 90 days, and 180 days later," he said.
