The Ministry of Education and Culture has stipulated that only accredited schools have the right to issue electronic diplomas.

JAKARTA, KOMPAS - Diplomas for primary to secondary education levels are no longer printed, but are now only in the form of electronic files that can be printed independently by the students. These electronic diplomas are expected to facilitate the administrative process for students moving to the next level while also minimizing the practice of diploma forgery.
This is based on the Regulation of the Minister of Education, Culture, Research, and Technology of the Republic of Indonesia Number 58 of 2024 concerning Diplomas for Primary and Secondary Education Levels, which emphasizes that the issuance of diplomas must meet three main principles, namely validity, accuracy, and legality.
The Director of High School at the Ministry of Primary and Secondary Education, Winner Jihad Akbar, stated that the government continues to promote digital transformation in the field of education, one of which is the implementation of electronic diplomas. This step aims to ensure that the administrative process runs according to regulations, so that students receive valid diplomas in accordance with the latest standards.
"Through this digitalization, it is expected that the process of issuing and distributing graduation documents will become faster, more accurate, and reduce the risk of forgery," said Winner in Jakarta, Saturday (8/2/2025).
The implementation of electronic diplomas can enhance efficiency, security, and ease of access for diploma recipients. This is because schools gain more autonomy in the diploma issuance process, thereby improving efficiency and accuracy in their distribution.
However, Winner emphasized that only accredited educational institutions have the right to issue diplomas. Educational institutions that have not been accredited do not have this authority.
The Drafter of Legal and Legislative Materials at the Ministry of Education and Culture, Xarisman Wijaya Simanjuntak, explained that besides digital transformation, this electronic diploma also aims to minimize the practice of diploma forgery. This is because many cases of diploma forgery have been found in the job application process.
"There are police officers who have arrested a syndicate of fake diploma makers, some who used fake diplomas to apply for the police force, and others involved in the buying and selling of fake diplomas, and perhaps many other issues. This is being addressed by the ministry," said Xarisman.

In addition, electronic diplomas also consider administrative efficiency in schools to reduce the administrative burden on principals and teachers, facilitate online verification, and mitigate the risk of natural disasters that could damage physical diplomas.
Through this digitalization, it is hoped that the process of publishing and distributing graduation documents will be faster, more accurate, and reduce the risk of forgery.
The contents of the electronic diploma are no different from the physical diploma, and there is still a transcript of grades. Schools can download the format on the official Kemendikdasmen page.
"So, the principle is the same, the list of grades on last year's diploma form is actually the same as what will be included in the transcript of grades later," he said.

Coordinator of Education Data, Data and Information Center (Pusdatin) of the Ministry of Education and Culture, L. Manik Mustikohendro, added that with the existence of this electronic diploma, the development of master diploma data as part of the master education data also needs to be strengthened. Master diploma data is a subset of master education data, so a clear strategy is needed in its management.
"One of the crucial points is to build a structured and integrated master diploma data management mechanism, so that it can ensure the accuracy and validity of graduation documents," said Manik.
This strategy aims to improve administrative efficiency and minimize potential errors in issuing diplomas. With these regulations and initiatives, it is hoped that the diploma issuance process in Indonesia will be more efficient, safe, and in accordance with the latest standards set by the government.
