JAKARTA, KOMPAS - Commission II of the House of Representatives has spoken out regarding the decision to postpone the appointment of four million prospective civil servants (CPNS) and government employees with work agreements (PPPK), which has sparked public protests.
The Ministry of Administrative and Bureaucratic Reform (Kemenpan dan RB) is considered to have misinterpreted the conclusions of the meeting with Commission II of the House of Representatives (DPR). In the meeting, there was no decision by Commission II of the DPR and Kemenpan dan RB that the recruitment of civil servant candidates (CPNS) in all agencies must be conducted simultaneously in October 2025 and PPPK in March 2026.
"There is absolutely no agreement that the recruitment of civil servant candidates (CPNS) in all agencies must be conducted simultaneously in October 2025 and the recruitment of government employees with work agreements (PPPK) in March 2026. So, there is no agreement on postponement; instead, the House of Representatives (DPR) has requested that the process be expedited," said Deputy Chairman of Commission II of the DPR from the Indonesian Democratic Party of Struggle (PDI-P), Aria Bima, when contacted on Saturday (8/3/2025).

According to him, the Ministry of Administrative and Bureaucratic Reform (Kemenpan and RB) misinterpreted the conclusions of the Working Meeting and the Hearing Meeting of Commission II of the House of Representatives (DPR) on Wednesday (5/3/2025). The meeting was attended by the Minister of Administrative and Bureaucratic Reform, Rini Widyantini, and the Head of the National Civil Service Agency (BKN), Zudan Arif Fakrulloh.
In one of the conclusion points, it was stated that, in order to accelerate the arrangement of CPNS and PPPK for the 2024 formation, Commission II of the DPR requested the Ministry of Administrative and Bureaucratic Reform (Kemenpan and RB) and the National Civil Service Agency (BKN) to complete the appointment of CPNS by October 2025 and the appointment of PPPK by March 2026.
Bima stated that Commission II of the House of Representatives has set a deadline for the arrangement of civil servant candidates (CPNS) in October 2025 and government employees with work agreements (PPPK) in March 2026. This does not mean that the appointment of CPNS and PPPK in all agencies must be carried out simultaneously by the given deadlines. Agencies that can complete the arrangement earlier are even requested to immediately appoint CPNS and PPPK who have passed the selection process.
Moreover, many individuals who have already been declared successful in the civil servant recruitment process (CPNS) have resigned from their previous jobs. This is because the latest announcement was made when the 2024 CPNS selection process was entering its final stage.

"The October 2025 appointment deadline for CPNS and March 2026 for PPPK does not stop the ongoing process. So if there are agencies that can make appointments before that, yes, it is actually allowed," said Aria Bima.
He also regretted the interpretation of the Ministry of Administrative and Bureaucratic Reform which considered the appointment of CPNS and PPPK to be simultaneous. This is because the policy made by the Ministry of Administrative and Bureaucratic Reform was not in accordance with the conclusions of the meeting, and even caused an uproar in the community.
Therefore, Bima continued, Commission II of the DPR will again summon Menpan and RB Rini Widyantini to correct the erroneous interpretation before entering the DPR recess period on March 21. His party also did not rule out the possibility of revising the decision so that the policy on appointing CPNS and PPPK is clearer so as to provide legal certainty to the public.
"If in the process the Ministry of Administrative and Bureaucratic Reform interprets that the appointment must be simultaneous, it is possible that we will discuss and evaluate the policy again," he said.

Deputy Chairman of Commission II of the DPR from the Gerindra Party Faction Bahtra Banong added that his party is committed to fighting for the fate of CPNS and PPPK who have passed the selection. All CPNS and PPPK who pass the 2024 recruitment selection will definitely be appointed without exception.
However, their appointment must be followed by a comprehensive arrangement so that nothing is missed. Therefore, his party gave a deadline for the appointment of CPNS in October 2025 and PPPK in March 2026 so that all can be accommodated.
According to Bahtra, the waiting period for appointment can be used by CPNS and PPPK for cultural adjustment and adaptation to the agency where they work. This is so that there is no cultural shock and to speed up adjustment so that they can immediately work optimally.

Member of the Indonesian Ombudsman, Robert Na Endi Jaweng, said that quite a lot of people asked ORI about the policy of postponing the appointment of CPNS and PPPK. They were generally confused because the schedule change occurred suddenly at the end of the selection stage.
Moreover, almost all people who passed the CPNS selection have left their previous jobs. Some have even prepared to go to the area where they will work which is quite far away. They are also worried about being unemployed because they have to wait for months to be appointed.
"Including in ORI, many employees have submitted their resignations because they were accepted as CPNS and we have approved their resignations," he said.
Endi reminded that the government must provide certainty that October 2025 and March 2026 are the deadlines for the appointment of CPNS and PPPK. All agencies must be ensured to meet the agreed deadlines. This is because the public needs to get legal certainty regarding the selection they have carried out.
On the other hand, ORI asked agencies to ensure sustainable funding for CPNS and PPPK selected in 2024. Thus, the performance of CPNS and PPPK can be optimal because it has been adjusted to the available budget. Moreover, they entered at a time of budget efficiency.

Meanwhile, Menpan and RB Rini Widyantini emphasized that the decision to appoint CPNS and PPPK simultaneously was a joint policy between the Government and Commission II of the DPR. The adjustment of the schedule that resulted in the postponement of the appointment needed to be done, among other things, because so far the determination was calculated from the date (TMT) of appointment in each agency differently.
In addition, some government agencies still need time to complete procurement. Then, there are proposals for formation from government agencies that need to be maximized.
According to Rini, the selection process stages and schedule can be adjusted, as has been done several times by BKN to the CPNS and PPPK selection schedules. In the implementation of the selection every year, adjustments to the schedule can also be made in line with the results of the monitoring and evaluation carried out simultaneously or in parallel at the time of the selection.
"This adjustment is certain not to disrupt the graduation of participants, both CPNS and PPPK, if they are declared to have passed, they will be appointed according to the TMT that has been agreed upon with the DPR," he said.
