Working hour regulations are issued to increase the productivity of civil servants. Hours and types of work are regulated according to characteristics and needs.

JAKARTA, KOMPAS – Content circulating on social media containing news that a ministry is asking state civil servants (ASN) to work from anywhere (WFA) as an impact of the efficiency of the office operational budget. The Ministry of State Apparatus Empowerment and Bureaucratic Reform or Kemenpan RB denied the issue and stated that the hours and types of work are regulated by the relevant ministry or institution according to their characteristics and needs.
Account X @ASN_Teladan on Sunday (2/2/2025) at 08.15 shared a screenshot of the recommendation for ASN to implement work from anywhere starting Monday (3/2/2025). "The effect of office operational spending being subject to efficiency, information about WFA has started to spread in the ministry. It seems like it's only a matter of time before working days are changed to Monday-Thursday," wrote the admin @ASN_Teladan.
In the screenshot, there is some information shared, such as a maximum of 25 percent of employees working in the office, no overseas and domestic business trips. The caption in the photo also states that the remaining operational funds for all ministries amount to 143 billion for electricity. In addition, there is no flexible working hours. "If you want to overwork, please do it in the working space on the 1st floor," wrote the caption in the image.
Regulations related to ASN employees being able to perform official duties flexibly are carried out based on Presidential Regulation 21/2023 concerning Working Days and Working Hours of Government Agencies and ASN Employees.

Head of the Bureau of Data, Communication, and Public Information of the Ministry of Administrative and Bureaucratic Reform, Mohammad Averrouce, stated that he did not know the source of the information. "I do not know where this is from. The regulation related to ASN employees being able to carry out official duties flexibly is based on Presidential Regulation 21/2023 concerning Working Days and Working Hours of Government Agencies and ASN Employees," said Averrouce in Jakarta, Monday (3/2/2025).
The Presidential Regulation is intended for State Civil Apparatus (ASN) consisting of civil servants (PNS) and government employees with work agreements (PPPK), both in central and regional agencies. The Presidential Regulation was issued by President Joko Widodo on April 12, 2023. The regulation was issued to increase the work productivity of ASN employees, provide legal certainty regarding the work flexibility of ASN employees, and improve the quality of public services.
Based on these regulations, the working days for agencies are five days a week, namely Monday, Tuesday, Wednesday, Thursday, and Friday. Meanwhile, the working hours for government agencies start at 07.30 local time and the working hours for ASN employees are 37 hours and 30 minutes in 1 (one) week, excluding break times.

Meanwhile, during the month of Ramadan, the working hours for government agencies start at 08.00 local time and the working hours for ASN employees during Ramadan amount to 32 hours and 30 minutes per week, excluding break times. For ASN employees who work beyond the stipulated hours, it can be considered as employee performance.
"The details of the working days of government agencies, the working hours of government agencies, and the working hours of ASN employees as well as the break times of government agencies and ASN employees are determined by the Personnel Development Officer (PPK) or the head of the agency," reads the Presidential Regulation.
Averrouce stated that previously, flexible working hours were also regulated in Government Regulation Number 94 of 2021 concerning Civil Servant Discipline, which states that the obligation to report to work can be fulfilled through flexibility in the arrangement of working time and location.
"The implementation of official duties in a flexible manner, including flexibility in location and/or time, is regulated by the PPK or the head of the agency, ministry, institution, or local government. They are the ones who then determine the types of work and ASN employees within their respective agencies who can apply flexibility in location and/or time," said Averrouce.
According to Averrouce, the regulation can be carried out by each ministry/agency according to their characteristics and needs. "We always urge the main principle that services to the public remain uninterrupted and can be carried out as best as possible," he said.
