JAKARTA, KOMPAS - The Ministry of Administrative and Bureaucratic Reform stated that it complies with the President's instructions and continues to work optimally amid budget efficiency. The President's instructions regarding budget efficiency were followed up by the ministry by adjusting several operational and non-operational expenditure items, such as official travel, procurement of office supplies, and meeting activities.
Minister of Administrative and Bureaucratic Reform Rini Widyantini stated that her party is acting adaptively towards Presidential Instruction No. 1/2025 on Spending Efficiency in the Implementation of the State Budget (APBN) and Regional Budget (APBD) for the Fiscal Year 2025. "Adjustments to expenditure items and evaluations of programs and activities are calculated in detail to ensure budget effectiveness," said Rini in Jakarta, Thursday (02/06/2025).
Rini explained that, as directed by President Prabowo Subianto, her party is striving for budget efficiency to be more targeted and provide tangible impacts for the community. This instruction was followed up by making adjustments to several operational and non-operational expenditure posts.
Previously reported, (Kompas.id, 2/5/2025) the air conditioner condenser outside the Ministry of State Apparatus Empowerment and Bureaucratic Reform or Kemenpan and RB Building, Jakarta, Tuesday (2/4/2025), stopped rotating. Several rooms inside were dark, unoccupied. Since President Prabowo Subianto instructed every government agency to streamline the budget, changes have been seen in the ministry.

According to Rini, adjustments in her office were made based on the regulations issued by the Ministry of Finance. Several aspects that underwent adjustments include business trips, procurement of office supplies, meetings, seminars, outreach activities, ceremonial events, and so on.
"We continue to pay attention to important ministry programs and activities to ensure they can still improve the quality of public services and bureaucratic reform," said Rini.
Rini explained that her team is currently conducting a detailed efficiency calculation. Programs and activities are being evaluated to ensure optimal budget usage. To address bureaucratic challenges, the Ministry of Administrative and Bureaucratic Reform will optimize the government's digital transformation. "The hope is that the implementation of technology will reduce costs and accelerate employee performance," she said.
As part of the efficiency strategy, Kemenpan RB also optimizes the use of information technology in the work system, saves the use of office facilities and infrastructure, and strengthens collaboration between work units through the share outcome, share output, and share activities approaches.

Meanwhile, the Public Communication Bureau of the Ministry of Public Works released that the budget ceiling for the Ministry of Public Works for the 2025 Fiscal Year has been agreed upon by Commission V of the House of Representatives of the Republic of Indonesia to be Rp 29.57 trillion in a working meeting at the House of Representatives Building, Jakarta, Thursday (6/2/2025).
Minister of Public Works Dody Hanggodo said that the budget ceiling figure follows up on Presidential Instruction 1/2025 concerning Spending Efficiency in the Implementation of the State Revenue and Expenditure Budget and Regional Revenue and Expenditure Budget for the 2025 Fiscal Year.
"The DIPA ceiling of the PU Ministry, which was originally IDR 110.95 trillion, has been streamlined by IDR 81.38 trillion, so that the remaining total ceiling after efficiency is IDR 29.57 trillion, consisting of pure non-rupiah IDR 16.31 trillion and pure rupiah IDR 13.26 trillion," said Minister Dody.
The efficiency of the 2025 fiscal year budget resulted in 10 changes in the work patterns of the PU Ministry, including the cancellation of new single-year contract physical activities and new multi-year contracts sourced from pure rupiah, the cancellation of new equipment purchases, and the use of selective and efficient emergency response funds.
Next, restrictions on official travel, paperless office or reduction in spending on office stationery, elimination of ceremonial activities, elimination of offline meetings/seminars, elimination of low-priority public relations spending, operational spending efficiency, and non-operational spending efficiency.

On that occasion, Minister Dody conveyed that the realization of the PU Ministry's budget absorption for the 2024 fiscal year reached 93.5 percent or IDR 169.82 trillion of the total budget of IDR 181.62 trillion with physical achievements reaching 95.48 percent. Of the 2,946 contractual packages amounting to IDR 111.65 trillion, 2,945 packages amounting to IDR 111.32 trillion or 99.7 percent of the target have been contracted in 2024.
This achievement has produced several strategic infrastructures that are ready to be inaugurated, including six strategic food security projects, three strategic school/madrasah revitalization projects, 11 strategic IKN projects, and 61 other strategic projects.
Chairman of Commission V of the Indonesian House of Representatives Lasarus said that this meeting only agreed on the budget ceiling for the 2025 fiscal year, while the work program has not been approved. "Discussion of the details of the work program will be rescheduled at the next meeting specifically with each ministry or institution," said Lasarus.
