MEDAN, KOMPAS – The Corruption Eradication Commission will present North Sumatra Governor Bobby Nasution as a witness in the corruption case of the Head of the Public Works and Spatial Planning Office of North Sumatra, Topan Obaja Ginting, who is also a close associate of Bobby, currently being tried at the Medan District Court. This is in accordance with the request of the Panel of Judges to the KPK.
"When the judge stated that in the trial, it was a determination conveyed during the session. And the prosecutor from the KPK will carry out that. We will summon as per the order," said KPK Leader Johanis Tanak when asked by reporters at the North Sumatra Regional House of Representatives office in Medan, Tuesday (30/9/2025).
Johanis answered questions from journalists after attending the Coordination Meeting for Corruption Eradication in North Sumatra. The meeting was attended by Bobby Nasution, the Deputy Governor of North Sumatra Surya, and members of the North Sumatra Regional House of Representatives.

Regarding Bobby's examination schedule in court, Johanis said that this would be carried out according to the trial schedule set by the judge.
Previously, the panel of judges at the Medan District Court, chaired by Khamozaro Waruwu, requested that the KPK prosecutor present Bobby as a witness during the hearing on Wednesday (24/9/2025). The KPK has already charged two out of five suspects in the corruption case involving Topan.
In response to the numerous flower arrangements at the KPK requesting Bobby to be examined, Johanis stated that this is a form of support and public trust in the anti-corruption efforts they are undertaking.
"However, the Corruption Eradication Commission (KPK) must remain professional and proportional in carrying out its duties, while prioritizing human rights," Johanis said.
In the corruption case, the KPK has also summoned the Rector of the University of North Sumatra, Muryanto Amin. However, Muryanto did not attend the KPK summons. Johanis stated that he could not explain the extent of Muryanto's alleged involvement in the corruption case. The KPK had previously mentioned that Muryanto was summoned because he is still within the close circle of Topan.
The KPK will also issue a second summons for Muryanto. "Certainly, the investigators will make a summons, he will be summoned a second time, and a third time. If he does not attend the third time, we will follow the Criminal Procedure Code and take coercive measures," said Johanis.
The day before, on Monday (29/9/2025), Bobby stated that he was ready to be summoned by the KPK and to attend the trial regarding the corruption of his subordinates. "I want to convey that it remains the same from the beginning until now. If information is needed, we are ready," said Bobby to reporters. However, Bobby mentioned that he had not yet received a summons letter from the KPK.
Previously, the Acting Deputy for Enforcement and Execution of the KPK, Asep Guntur Rahayu, at the KPK Building in Jakarta, Saturday (28/6/2025), stated that the KPK arrested five suspects in the corruption case related to the construction and maintenance of roads within the North Sumatra Public Works and Spatial Planning Office and the National Road Implementation Work Unit (Satker PJN) Region I North Sumatra, with a total project value of IDR 231.8 billion.

The five suspects who were arrested are Topan (TOP), Rasuli Efendi Siregar (RES) as the Head of the UPTD Gunung Tua of the North Sumatra Public Works and Spatial Planning Office, Heliyanto (HEL) from the PJN Regional Working Unit I of North Sumatra, M Akhirun Efendi Siregar (KIR) as the President Director of PT DNG, and M Rayhan Dulasmi Pilang (RAY) as the Director of PT RN. Akhirun and Rayhan have already been tried at the Medan District Court.
The corruption in the North Sumatra PUPR road construction project began on April 22, 2025, when KIR and DNG, as prospective contractors, along with Topan and RES, conducted an off-road survey. Bobby and the suspects then inspected the road on April 24. The Corruption Eradication Commission (KPK) stated that prospective contractors should not have any contact with government officials.
After the survey, Asep stated that Topan ordered RES to appoint KIR as a partner/provider without going through the mechanisms and regulations in the procurement of goods and services for the Sipiongot-Labusel border road construction project and the Hutaimbaru-Sipiongot road construction project.
The e-catalog process is also regulated to favor PT DGN in the Sipiongot-Labusel border road construction project. Meanwhile, for other projects, it is recommended that the package display be given a one-week interval to avoid being too conspicuous.
Topan is suspected of having received Rp 2 billion as an initial payment from a commission of 4-5 percent, amounting to approximately Rp 9 billion-Rp 11 billion from the total project value of Rp 231.8 billion.
