JAKARTA, KOMPAS - The policy of performing official duties from home (WFH) and other locations (WFA) starting a week before Eid is feared to disrupt public services. Therefore, the granting of WFH and WFA permissions must be selective and should not compromise public services.
A lecturer from Trisakti University, Trubus Rahardiansyah, stated that granting flexibility in official duties for civil servants (ASN) must be selective. Permission to carry out official duties from home (WFH) and official duties from other locations (WFA) must take into account the tasks, main roles, and functions of each work unit.
According to him, granting leniency to civil servants should not affect public services. Considering that the leniency is given starting a week before Eid al-Fitr 2025. In fact, the public still requires services from institutions on a daily basis.
"Employees whose duties are technical in nature and involve direct service to the public should not be granted permission for WFH or WFA," he stated in Jakarta, Thursday (6/3/2025).

He continued, the leniency regarding WFH and WFH permissions is feared to potentially disrupt public services. Employees who are granted permission may not work optimally as the atmosphere has already entered the Eid holiday period. Moreover, monitoring employees who are not in the office is quite difficult to carry out.
"There must still be employees who come into the office because public services do not stop during the Eid holidays," said Trubus.
Previously, the Minister of Administrative and Bureaucratic Reform issued Circular Letter (SE) Number 2 of 2025 concerning the Adjustment of Official Duties for State Civil Apparatus (ASN) Employees in Government Agencies and the Implementation of Public Services during the National Holidays and Collective Leave for the Holy Day of Nyepi, Saka New Year 1947, and Eid al-Fitr 1446 Hijri.

The circular signed by the Minister of Administrative and Bureaucratic Reform, Rini Widyantini, on March 5, 2025, provides flexibility for civil servants to work from home or from anywhere (WFH/WFA) from March 24-27, 2025. This measure is intended to anticipate a surge in public movement in connection with the national holiday and collective leave for Nyepi 1947 and Eid al-Fitr 1446 Hijri.
However, the Circular also emphasized that the adjustment of the work location must take into account several things, including the work schedule from home or from anywhere only on March 24-27, 2025. During the adjustment of the work location, agency leaders are asked to divide the number of employees who work from home or from anywhere by referring to the number of employees and the characteristics of government services.

The heads of agencies are also asked to ensure that the adjustment of the work location does not disrupt the implementation of government and public services. Therefore, the implementation of an electronic-based government system must be optimized.
In addition, every agency leader must ensure that the provision of essential public services that have a direct impact on the community remains available and accessible. Public services include those related to health, transportation, and security. Services must also be friendly to vulnerable groups such as people with disabilities, the elderly, pregnant women, and children.
"In this adjustment, I also appeal to the leaders of government agencies to be selective in providing annual leave by considering the workload, nature and characteristics of the tasks, and the number of employees from each agency/organization providing public services," said Rini in the SE.

Moreover, the SE also asked the heads of agencies to monitor and supervise the fulfillment of the achievement of the organization's goals and performance targets. For services that apply rotating work hour provisions, it is also necessary to regulate service hours so as not to disrupt services, and provide services that are still in accordance with standards.
During the adjustment of the ASN work location, each agency must also actively open access to online complaint channels through the site www.lapor.go.id, as well as face-to-face complaints. Because, public aspirations must continue to be absorbed, information regarding changes in schedules and how to access services must also continue to be provided.
Minister of Transportation Dudy Purwagandhi said that the provision of WFH and WFA relaxation for ASN can provide more time to reduce the density of travelers ahead of Eid. This policy is believed to support the smooth running of public services for the community, especially for travelers.
"Our assumption is that with the existence of the SE, ASN and BUMN employees who want to go home will travel earlier. That way we have time to sort out the travelers," he said.

According to Dudy, this policy is very relevant to the dynamics of the world of work that continues to develop, especially during the Eid season. The flexibility provided should be followed by responsibility to maintain productivity, improve work welfare, and create a work environment that is more adaptive and responsive to the challenges of the times.
On the other hand, Dudy also suggested that entrepreneurs and private company leaders be able to implement the WFA policy for their workers during the 2025 Eid period. The provision of flexibility still pays attention to operations, productivity, and customer service. The WHA policy can also provide an opportunity for workers to celebrate Eid with their families without having to worry about physical presence at the workplace.
Moreover, if the provision of holiday allowances can be done earlier before D-10 Lebaran. Thus, workers have enough time to prepare for the homecoming trip and fulfill their needs before celebrating Lebaran.
"This faster THR payment will help workers in managing their budget for homecoming travel and reduce the potential for traffic congestion so that it can smooth the flow of homecoming," said Dudy.
