The Corruption Eradication Commission (KPK) displays a photo of Bobby Nasution surveying a road project at the North Sumatra Public Works and Public Housing (PUPR) corruption trial.

MEDAN, KOMPAS – The Corruption Eradication Commission (KPK) prosecutor displayed a photo of North Sumatra Governor Bobby Nasution during the trial for corruption at the North Sumatra Public Works and Spatial Planning Agency. Bobby was said to have participated in off-road driving during a survey of the Sipiongot-South Labuhanbatu border road construction project and the Hutaimbaru-Sipiongot road.

The public prosecutor (JPU) from the KPK presented a photo of Bobby during the examination of three witnesses, namely the former Acting Regional Secretary of the North Sumatra Provincial Government, Effendy Pohan, the former Head of the South Tapanuli Police, Adjunct Commissioner Yasir Ahmadi, and the former Secretary of the North Sumatra Bappelitbang, Dikky Anugerah Panjaitan.

They were examined for two defendants, namely M Akhirun Efendi Piliang as the President Director of PT Dalihan Natolu Grup and M Rayhan Dulasmi Piliang as the Director of PT Rona Namora. Both defendants are the winners of the auction for the road construction projects of Sipiongot-South Labuhanbatu border and Hutaimbaru-Sipiongot in North Padang Lawas Regency, with a project value of IDR 231.8 billion.

They were charged with bribing the Head of the Public Works and Spatial Planning Office of North Sumatra, Topan Obaja Ginting (TOP), Rasuli Efendi Siregar (RES) as the Head of the Gunung Tua UPTD of the Public Works and Spatial Planning Office of North Sumatra, and Heliyanto (HEL) from the PJN Regional Office I of North Sumatra. These three individuals from the government sector have been designated as suspects by the KPK and are awaiting the transfer of documents to the Medan District Court.

The panel of judges, led by Khamozaro Waruwu, and the public prosecutor examined the involvement of Assistant Commissioner Yasir Ahmadi in the corruption case. Khamozaro interrogated Yasir's role in facilitating a meeting between Topan and the two defendants who won the project auction.

Yasir stated that he met Topan while he was still the Head of the Sunggal Police Station in Medan. At that time, Topan served as the sub-district head in the area. Topan then advanced his career to become the Acting Secretary of Medan City under the leadership of Bobby Nasution, who was then serving as the Mayor of Medan.

When Bobby was inaugurated as the Governor of North Sumatra, Topan was also brought along and appointed as the Head of the Public Works and Spatial Planning Office of North Sumatra. At the same time, Yasir was also inaugurated as the Head of the South Tapanuli Police Resort.

Due to this introduction, Yasir stated that Topan asked him to find an entrepreneur for the procurement of asphalt for the construction of the road leading to Sipiongot Village. Yasir then introduced Topan to the defendant Akhirun.

Yasir acknowledged that he had met with Topan and Akhirun several times. In addition to facilitating the procurement of asphalt, Yasir mentioned that he also assisted Akhirun in obtaining a mining permit for C-type materials from the North Sumatra Provincial Government. Furthermore, he was also asked to help enroll Akhirun's child in the Specialist Medical Education Program at Diponegoro University in Semarang.

When questioned by the judge whether he received anything from Akhirun, Yasir stated that he had never received anything. "I did not receive anything, Your Honor. I often help anyone. I also assist with the permits for establishing pesantren," said Yasir.

Khamozaro immediately pressed Yasir and urged him not to be evasive in providing his testimony. The panel of judges stated that, as an investigator, Yasir should understand that a Head of the Public Works and Spatial Planning Office cannot meet and discuss projects that are to be undertaken. The meeting is suspected to be related to plans for a criminal act of corruption.

"You should not be ashamed as a Police Chief to be directed by this defendant. You should feel ashamed. Who is this Topan? There should be honor and dignity that must be upheld. You are a graduate of the Police Academy, and yet your career ends here. You are a Police Chief, yet you are meddling here and there," said Khamozaro.

KPK prosecutor Eko Wahyu Prayitno then showed Yasir several photos on a smart TV. Eko showed photos of Bobby and Topan driving off-road and surveying a road. Yasir said Bobby was on a working visit for a road construction project.

Yasir confirmed the photos of Bobby's presence during the work visit. However, when asked whether the two defendants were also present at the event, Yasir initially claimed not to have met the two defendants.

However, when the prosecutor showed photos of the two defendants who were present at the off-roading and road survey, Yasir stated that he saw them but did not meet or speak. The prosecutor also showed a photo of Yasir with Topan.
